Flaws plague foreclosure relief program

Courtney Scott, who lives in the Atlanta area, is "more confused than ever" after battling for two years to save her home from foreclosure.<br /><br />Ten months into the government’s third program to stop a record wave of foreclosures, the latest effort is falling far short of its goal.
