A Texas company that owns a refinery in southwestern Louisiana pleaded guilty Wednesday to felony violations of the federal Clean Air Act and obstructing justice and agreed to pay a record fine.

For decades, dozens of old coal-fired power plants across the nation avoided the toughest provisions of the federal Clean Air Act.

For 15 years, environmentalists have complained that state regulations have allowed the powerful oil and chemical industries to skirt Clean Air Act standards in Texas, the nation's foremost producer of industrial air pollution.

On June 23, 2009, the Office of Advocacy (Advocacy) submitted a comment letter to the U.S. Environmental Protection Agency (EPA), discussing Advocacy’s concerns with EPA’s proposed rule, “Proposed Endangerment and Cause or Contribute Findings for Greenhouse Gases under Section 202(a) of the Clean Air Act.”

On November 28, 2008, the Office of Advocacy (Advocacy) submitted a comment letter to the U.S. Environmental Protection Agency (EPA), discussing Advocacy’s concerns with EPA’s Advance Notice of Proposed Rulemaking (ANPR), “Regulating Greenhouse Gas Emissions under the Clean Air Act.”
