The Bush administration has missed one opportunity after another to improve the nation's security, according to a Democratic congressional report.

(National Science Foundation) The National Science Foundation has signed a Memorandum of Understanding with the Department of Defense that would allow researchers to apply for grants to study subjects that may be of interest to US national security.

(Project on Emerging Nanotechnologies) The science and technology policymaking capacity of the White House must be enhanced so that the next president can better address key issues facing the nation -- from energy and the environment, to national security, and the ability of the United States to compete and collaborate internationally.
