Here is a recap of the top news items from this week on Wall Street: 1. Following in the footsteps of BofA's move earlier this month, Citigroup (NYSE: C) finally announced a plan to repay its borrowed TARP funds this week.

In order to pay back taxpayers, the firm needed to sell $17 billion in an equity offering, and also have the US Treasury sell a $5 billion chunk of its holdings.

However, demand for the offering was somewhat weak and when the Treasury heard that Citi's secondary would be priced at $3.15, they delayed the sale of their portion.

Thirty-three TARP recipients missed a scheduled dividend payment to taxpayers last month, according to the Treasury Department, including 18 banks that missed a payment for the first time.

It's a powerful indication that the U.S. banking system remains troubled.

Bank of America Corp. says its board has authorized roughly $713 million in dividend payments to the U.S. government under the troubled asset relief program.

Bank of New York Mellon said Wednesday it repaid the $3 billion it received last fall as part of the government's $700 billion bank investment program.

With the wiring of about $3.1 billion to the U.S. Treasury, BB&T appeared to become the first large financial institution to pay the government back in full.

Although some insurance companies have shied away from accepting bailout money from the government, Moody's Investors Service says the insurers and their creditors would benefit from the funds.

BB&T says it will sell $1.5 billion in common shares to help repay the government's investment in its preferred stock and warrants through the U.S.
