For the second year in a row, Uncle Sam adds time out of the kindness of his heart. OK, not really. It's more the result of the calendar's whims and a holiday that's unique to D.C. 

Just as it is with time and energy, money is a limited resource that we need to manage with care. We just don't have enough of this resource to go around, in order to address all of our needs, wants and whims!
