Pay czar: 17 bailed-out banks overpaid bonuses

Kenneth Feinberg, the administration's pay czar and its administrator of Gulf Coast Claims Facility, is expected to criticize a slew of big banks for paying large bonuses after they received taxpayer-funded bailouts.The Treasury Department's pay czar says 17 banks gave their top executives $1.6 billion in lavish payments while they were receiving billions of dollars in taxpayer-funded bailouts.
